Sorry, Ed, I still have no idea.
It is not on One Licence as you probably already know. When the copyright rests with an author who is untraceable, there seems little chance of getting into trouble, however many parishes have blanket rules now that say no licence no play.

It’s a pity as it is lovely.

Did you ever locate the copyright to this song. I used it many times since the 70’s and would like to use it again, but with the current licensing considerations I am conscious of the need to ensure we stay within the limits.
